Foreigners Can’t Claim GST Refunds Due to Absence of Provision
In a reply to a recent RTI query, the finance ministry has clarified that foreign tourists coming to India can’t claim GST refunds on the goods purchased here as there is no provision addressing the situation under the Integrated Goods and Services Tax Act. 

In many western countries, the government allows the foreign tourists to claim refunds on select taxes on their purchases made there. However, in India, this kind of system is yet to be put into place.
