Road Building in India Second Cheapest in Asia
According to a study by the Asian Infrastructure Investment Bank (AIIB), road building in Asia is cheapest in the Philippines and second-cheapest in India. These ranks were given after taking into account the cross-currency differences and other local factors like labor costs. 

The Asian Infrastructure Finance 2019 report says that the 2018 USD estimated the cost of road building in Manila (Philippines) is 1,150, the cheapest in Asia, followed by Bengaluru (India) at 1,450, Istanbul (Turkey) at 1,700, Jakarta (Indonesia) at 2,150, Islamabad (Pakistan) at 2,950. Interestingly, road building is more expensive in Shanghai (China) than Moscow (Russia) both of which were given the values 3,900 and 3,450, respectively.
