Government May Consider All-India Cess for Rebuilding Kerala

Kerala Finance Minister T M Thomas Isaac said that the Union Finance Ministry may consider introducing a national cess for the state’s redevelopment. He said that the finance minister had said that it will be difficult to levy a cess in just one state. They also discussed the possibility of a disaster cess that can be levied on luxury goods and used for funding natural calamities in Kerala and other states. Isaac also seeks enhancement of the state’s borrowing limit as it needs to borrow as much as 1 billion USD from banks like ADB.
